Dr Perez received his DMV from the National University in Costa Rica (1981), a Master in Epidemiology from the University of Minas Gerais, Brazil (1986),  a Master Veterinary Preventive Medicine from The University of California, Davis (1991) and a PhD in Epidemiology from the University of Utrecht in the Netherlands in 1994.  He joined the Pan American Health Organization/World Health Organization (PAHO/WHO) in 2001 as Chief of Technical Cooperation at the Pan American Center for Food Protection and Zoonosis. During 2005 until 2013 he worked as Regional Senior Adviser in Foodborne Diseases and Zoonosis in Brazil, Panama.  During the past eight years he is working at the PAHO Headquarters in Washington, D.C.  He is currently the Unit Chief, Health Emergency Information & Risk Assessment, in the Department of Health Emergencies responsible for providing coordination in tracking, analyzing, and reporting information on all health hazards.  Lead the teams responsible for risk assessment of all acute public health events including outbreaks and contribute to global epidemic intelligence and risk assessment for response. He is acting as PAHO Representative in Argentina since September 2020.
